JOIN THE COALITION OF CALIFORNIA LEADERS & ORGANIZATIONS TO FIX THE NET ENERGY METERING COST SHIFT 

Skyrocketing electricity bills are getting worse every year for millions of Californians, especially those from low-income or disadvantaged communities who can least afford it. 

Last year alone, the net energy metering (NEM) incentive cost customers without solar an estimated $8.5 billion, an increase of 150 percent since 2021. It’s estimated that roughly 21-27% of non-solar customers’ bills pay for this cost shift. 

In 2023, the California Public Utilities Commission (CPUC) recognized that the outdated NEM formula threatened to provide new rooftop solar customers with outsized incentives that would be paid for by non-solar customers, taking action to fix it going forward.

Our group, Fix the Cost Shift, was formed to advocate that the formula for legacy NEM customers be similarly updated — lifting the heavy burden that non-solar customers have been subsidizing while ensuring that California maintains robust clean energy incentives. Additionally, legacy customers make their money back in 4 to 5 years from the NEM subsidy, meaning these customers are not losing out on their investments. 

A wide swath of leaders and groups from all over the state have supported reforming this system in years past, recognizing the unfair burden it places on most Californians. With those successful efforts, it’s critical to ensure the system is updated to account for legacy NEM customers.
